On October 19, 2012, at approximately 7:45 am, Coppell Police Dispatch was notified by Texas Department of Public Safety Highway Patrol that a wanted sex offender was possibly on the way to Coppell.
DPS Highway Patrol advised that they had received information that 58 year old Thomas Lee Elkins was en route to Coppell via a semi-truck. Elkins, considered armed and dangerous, was wanted out of Harris County and was also listed as a Texas DPS Top Ten Most Wanted Sex Offender.
At approximately 8:15 a.m., the semi-truck that Elkins was believed to be a passenger in was stopped by both Coppell and DPS Highway Patrol officers in the 300 block of E. Beltline, Coppell. Elkins was found in the vehicle and taken into custody without incident. After it was confirmed that Elkins was wanted out of Harris County for “Crimes Against Person” (Original Charge of Felony Civil Commitment Requirement), the DPS Criminal Investigations agents took custody of Elkins. The Texas DPS most-wanted website indicates Elkins has an extensive Criminal History for Agg. Sexual Assault, Assault, Agg. Kidnapping, Agg. Rape, Forcible Rape, Indecency with a Child, and Agg. Battery.
